Without competition to drive innovation, Western Power has no inducement to accelerate the change from incandescent street lighting to energy saving fluorescents, he believes.

"I don't think that Western Power have quite the same motivation that the shire does because at the end of the day, the shire's picking up the bill. The shire's in the front line with the community," he says.

Shires pay for street lighting, Wayne explains, which isn't metered and the cost is determined on a kilowatt per hour usage calculation. "When talking about street lights, one of the biggest costs is replacing the bulbs," he says. Compact fluorescents have a much longer life span, he points out.

"In addition to the energy saving, we should be getting operational and maintenance savings because the cost that we paying to Western Power also covers the allowance for replacing street bulbs."

Other innovations are possible, says Wayne. Wayne also has an issue with lights in uninhabited subdivisions, a practice that he realised on a drive between Busselton and Margaret River, passing subdivisions where no houses were built "but we had the lights blazing all night".

Western Power had switched on the lights and had simply added the cost to the Augusta Margaret River bill without authorisation, says Wayne. For many months, lights were on but no one was home.

"We ask householders to turn off lights and save energy...yet on the other hand we were partly responsible for these lights being on all night," he says.

The Shire made representation to Western Power over the Cowaramup subdivision street lighting but received, to Wayne, an unsatisfactory answer. "That's the wrong answer. We should be working out what's the right thing to do and working out how we do it.

—The "we don't need new revenue" factions of the GOP have backed themselves into a corner that's increasingly difficult to defend. The Gang of Six plan would effectively raise some people's taxes by eliminating loopholes and deductions, but it would also lower rates. So is that a tax increase? Does it violate the inane candidate pledges many Republicans have signed?

Fitting variable speed drives to motors is often put forward as a way of saving energy, and this idea appears to have influenced the wording of part of the European Ecodesign Directive. However, as Phil George of Eaton’s Electrical Sector explains, variable speed drives are not always the most energy efficient choice.

Electric motors are everywhere – they literally drive the wheels of industry,The circuit in Figure 1 brightcrystal is an LED light bulb for a landscape-lighting system they power the HVAC plant on which modern commercial operations rely and they have a myriad other applications. Since motors are so widely used, achieving the highest possible energy efficiency from them is a key concern, both from the point of view of cutting energy bills for the users and of minimising environmental impact.

In response to this need for efficiency, the International Electrotechnical Commission (IEC) has produced a new international standard that identifies three energy efficiency classes for three-phase motors. This has been adopted in the UK as BS EN 60034-30:2009. The classes defined are IE1, standard efficiency; IE2, high efficiency; and IE3, premium efficiency.

A fourth class, IE4, super premium efficiency, will be added at some time in the future. These classes supersede the older CEMEP EFF1 and EFF2 efficiency classes for motors.

Using higher efficiency motors leads to big cost savings and carbon footprint reductions. It has been calculated, for example, that with an 11 kW motor running for 8000 hours per year, the reduction in energy costs by using an IE2 motor instead of an IE1 motor would amount to around €2,your primary concern may be brightshine that too much current could damage or destroy your LEDs.700 per annum, and that CO2 emissions over the same period would be cut by 15 tonnes. Let’s be absolutely clear about this – it is perfectly true that there are very many applications where using a VSD will produce energy savings and, in a lot of cases, these savings will be substantial.

In the end, Sears went with Sylvania—which it tapped to handle two massive orders totaling 130,000 bulbs. (He says the company expects the $4.7 million investment to pay off in just under three years, at which point it will save more than $1.5 million per year.)

On the customer side, Sears, which in May announced it will become the first national retailer in Canada to ban the sale of incandescent and halogen lights, plans to offer both CFLs and LEDs to its customers (Gray-Donald says CFLs are still a good choice for some lighting options). But as the retailer's experience suggests, in many ways, energy-efficient lighting still has a long way to go. Says Gray-Donald: "We're very cautious about an endorsement of all LED product and encourage people to choose a vendor who offers a warranty or has a very strong history of producing high-quality lighting products."

Lyonel Feininger began his career as a cartoonist and illustrator -- a very successful one and a very original one. He was so successful that in 1906, after working for a dozen years in Germany, he was offered a job as a cartoonist at the Chicago Tribune, the largest circulation newspaper in the Midwest. He worked there for a year, inventing what became the standard design for the comic strip: in the words of John Carlin, “an overall pattern. . . that allowed the page to be read both as a series of elements one after the other, like language, and as a group of juxtaposed images, like visual art.”(1) His originality did not end there: he went on to become one of the great abstract painters. Like Kandinsky, music was his model, but Kandinsky only knew music from the outside -- as a listener (inspired initially by Wagner, then by Schoenberg) -- while Feininger knew it from the inside. He studied violin with his father, and by the age of 12 he was performing in public, but he also drew incessantly, most notably the steamboats and sailing ships on the Hudson and East Rivers, and the landscape around Sharon, Conn., where he spent time on a farm owned by a family friend. Steamboats and sailing ships appear again and again in his later work. So do the “Connecticut hills against the Western sky” -- with its setting sun. But now its “wide valleys and solitary farms, barns, and the great old trees, amongst which the village church is nestled,” have been transposed to rural villages of Germany, as Feininger himself remarked.

The later works are nostalgic, but more to the artistic point they are illustrational as well as abstract -- abstract illustrations, even more pointedly, populist abstractions, that is, abstractions that appealed to the same masses who read the comic strips as well as to the esthetic cognoscenti who despised them. Comic strips were too “vulgar” to be taken seriously as art, but Feininger’s abstract images were esthetically precious despite their illustrational character. But the taint of being a people’s art -- an art that had broad rather than specialist appeal -- hung like a cloud over Feininger’s abstractions, which is why they have never been fully respected by the “purists.The retrofit process itself can range from a simple count of existing lamps to a brightshine very detailed energy survey, which includes collecting information from your existing lighting,” Greenberg ignores them, and Mark Rosenthal didn’t bother to show them in his Guggenheim exhibition of "Abstraction in the 20th Century: Total Risk, Freedom, Discipline," presumably because they weren’t risky, free, and formally disciplined enough -- that is, they weren’t totally, ruthlessly abstract.

Its ordinariness was not masked sufficiently by extraordinary art, however extraordinary Feininger’s art was -- which was apparently not extraordinary enough, because its subject matter remained too obvious: thus the vicious circle in which his art was caught. However “modernized” into Cubo-Futurist obscurity, the Clouds above the Sea I, 1923, the sailboats in X 54, 1929, and the Church at Gelmeroda XII, 1936, remain all too recognizable, and, worst of all, accurately described. The works were “pictorial,” and as such seriously flawed from the prevailing abstract perspective. Hygienically sacrificing familiar content to unfamiliar form -- paring content away until there is only consciousness of form -- backfired into staleness and sterility. It led to short-lived esthetic success -- the so-called “new lyricism” that Braque spoke of -- but it became a failure of creative imagination, however initially creative.

Feininger realized this, perhaps more than any other abstractionist of his time. As part of the safety and security effort, Show Services Group supplied 700m of steel shield hoarding to this year’s festival, having worked on the event for four years. Their experience of the actual site extends further as they have supplied the Cheltenham festival for nine years.

Based in Gloucester, E&MS have embraced the racecourse venue and used it to their advantage from a production point of view. Ben Parker, operations manager for E&MS and production manager for the festival, highlighted this. “Cheltenham racecourse has an excellent permanent infrastructure that includes water supplies, fixed toilets and power. The racecourse also has a good mix of hard standing spots as well as green-field areas. This allows us to keep that traditional festival atmosphere of being on grass but with the luxury of hosting certain elements on more reliable hard standing surfaces.”

Ben explained that the tented village that sits at the side of the racetrack is also used by the festival, particularly for some of the workshops that the festival hosts.

The family friendly reputation that Wychwood has worked hard to build means that the provision of a good water supply is critical to the events success. Water distribution for the festival was handled by Watermills. Connecting to the main hydrant on the Cheltenham site, the company used a 50,000-litre pillow tank and two 10,000 litre static tanks to create buffer storage points around the site. They then connected and distributed water supplies to all of the concession stands, showers and catering points.

That's why the city and the SEC have partnered to create Sustainability Day - a full day of workshops covering a wide variety of green topics, to be held July 9 at the Sonoma Garden Park. "All of these workshops are for the beginner. They can get a taste of the topic and see if they want to explore more," said Julie Jehly, who is organizing the event for the Ecology Center.

Jehly will be giving the workshop, "Home Energy Upgrades A-to-Z" that looks at a wide range of ways to save energy in the home.

"It's as small as changing your light bulbs to as large as installing solar panels," she said.

Atkins will discuss biking, including the city's master plan for making Sonoma easier to navigate on two wheels. She will also make a presentation on rain water collection systems, inviting speakers from the county's Permit and Resources Management Department to present during the workshop.

"They'll talk about the requirements of rain barrels on a county level in terms of permits," Atkins said, adding, "We'll talk about the City of Sonoma's requirements too."

A myriad of organizations will participate in the day's event, including the Sonoma County Water Agency, Sonoma County Parks, the Southern Sonoma County Resource and Conservation District and a variety of green vendors, many of whom will also have booths showcasing their products and services.
