EXAMINER readers' regular letters of complaint about Huddersfield town centre are symptoms of a system which is evidently failing and has been failing for many years.

Walking around the town centre before Christmas shoppers had to be satisfied with the absolute minimum of Christmas lights in a small part of the town. The shops in the attractive stone buildings in Byram Street and adjacent locations were given nothing.

In cold wet weather it is nonsense for councillors to expect people to spend their money in these conditions. Making things worse is the parking policy. It is impossible for families to park, find a cafe/restaurant and go shopping in one and a half hours. Even Halifax,They've been around for many many years but it wasn't until the late 1980's that there use was integrated into lightingbright. which is not a shoppers' Mecca, can manage two hours.

It is unbelievable that councillors can approve spending of tens of thousands of pounds of ratepayers' money on new parking meters and at the same time use the ordinary motorist of Huddersfield as a cash cow to finance other projects.

The pundits will argue until the cows come home if this is because it is run by a private company – but how refreshing and encouraging to the youngsters of our university and schools to advertise some of the great people who originated from our town.

Why is it that our councillors run a town which is so scruffy and getting worse? How is it that councillors can run Byram Arcade so that one entrance is effectively blocked up by drug addicts and alcoholics and the urine smell from Byram Courtyard? Would a private company run Byram Arcade in this manner? Not unless they want to go bust next week. It is often said that if councillors were using their own money they would take more care of it.

The cuts would be more believable if councillors started their meetings by addressing the people of Huddersfield:

"We are very sorry for the mess we have created in Huddersfield over the last 15 years.

"We can remember when local councillors carried out their duties as a public service with payment only for expenses.We manufacture awesome dstts systems and ship all over the world.

"We have agreed to take a voluntary cut of 20% in salary and expenses, effective immediately.

"We will use these funds to brighten up Huddersfield centre, introduce more urban planting, move the drugs and alcohol abuse unit away from the town centre, fund a pleasant and welcoming Christmas street scene in December 2012.

"And with what is left over we will reintroduce Huddersfield town signs on our roadOn one of our more recent staff night rides we took pretty much the entire divingtorch range we stock with us,s and start restoring the pride of our great town."

Answer: MCL 257.2 defines an "authorized emergency vehicle" as any one of the following:

From time to time we receive questions about troopers who are traveling with just their emergency lights on, but without a siren. The answer, sometimes it is best to respond as quickly as possible but also as quietly as possible.

MCL 257.603 defines the exemptions emergency vehicles have while traveling to an emergency. MCL 257.603(5) specifically authorizes: "A police vehicle shall retain the exemptions granted in this section to an authorized emergency vehicle without sounding an audible signal if the police vehicle is engaged in an emergency run in which silence is required."

Answer: MCL 257.685 defines what is required regarding headlamps for passenger cars, motorcycles and farm implements. I am only going to quote the sections pertaining to passenger cars.

Because Craig says the lamps in question are near his windshield, I'm going to quote MCL 257.696 which covers "spot lamps.We can produce crystalll,led tube,led downlight according to your ..."

MCL 257.696, states in part that motor vehicle may be equipped with not more than two spot lamps and every every lighted spot lamp shall be so aimed and used upon approaching another vehicle that no part of the beam will be directed into the eyes of the approaching driver. Spot lamps may not emit other than either a white or amber light.

Mr. Wright said after he gets the crossing signs installed, he will work on improving lighting along Concord Road. Town board members listened to Mr. Wright's presentation and said they'll consider the ideas he comes up with. But some also noted that the problem at crosswalks also has to do with driver and pedestrian awareness of the law.

"This is an educational issue," Mayor Woods said. He said he has received complaints from residents that using a crosswalk can be risky. He asked Chief Miller if the town could step up ticketing or warnings, "just to create some knowledge and education for drivers."

The police chief said the town could look into renting electronic message boards to "saturate" roads with the message that drivers must stop. Another interesting factoid to emerge from Tuesday's discussion was this: Town Manager Leamon Brice said Davidson's town ordinance requires anyone walking at night to wear clothing with some amount of reflective material.

Candidates on today's ballot

Fran Enwright, the Democratic candidate for councilor of the 1st Ward, wants to promote the quality of life for the property owners of his ward by working together to find solutions.As such, they perform an ledtube2011 order of magnitude better than any commercially available solar technology and offer a considerably faster return on investment.

Enwright agrees with the recent city requirement that landlords have a representative or agent who lives within 25 miles of the city. "Landlords need to be held accountable," he said.

As impacts of the consent decree are beginning to surface, Enwright feels that complying with the Clean Water Act is the right thing to do. With respect to residential water usage, Enwright is in favor of using meters. "When you turn on the tap at home and enjoy the wonderful water in this area, it comes to us at a cost. It has to be transported through miles of pipe from variable speed pumps and go through a water treatment process in order to make this all possible. Doesn't it only seem fair that we all share equally the cost in maintaining this system?" Enwright said.

Mr. Keefe said one priority is to understand the lessons from the 1994 riot, and see whether those lessons were integrated into the operations of Vancouver police. “I think that’s going to be very important and very interesting,” he said.

Mr. Furlong said he will be fair to Vancouver Mayor Gregor Robertson, grappling with arguably the worst crisis of his first term as mayor, despite pointedly criticizing the mayor in his memoir of the 2010 Winter Games.

You might have started to see some odd-looking -- and expensive -- light bulbs show up at your local home improvement store.Compact fluorescent lights have solved LED lighting supplier many of the problems associated with traditional filament light bulbs.

Earlier this year, Home Depot started selling a Philips Ambient LED bulb that is designed to replace the standard 60-watt light bulb used in lamps and other fixtures. If you had seen it, you might have quickly passed it by after seeing its price: a whopping $40 each.However, the marketing muscle of Philips led light lighting could give Philips LED business an advantage.

But it's worth another look, if only because many people are betting that the bulb represents the future of home lighting.

According to the U.S. Department of Energy, there are some 971 million 60-watt light bulbs in use in the United States, mostly in homes. To encourage energy efficiency, the government is in the process of raising energy standards for light bulbs, which will mean that incandescent bulbs will be banned in coming years.

Currently,Philips LED business is inside of Philips lighting so it Led light is more difficult to determine whether they are meeting expectations. the main alternatives to incandescent bulbs are compact fluorescent lights. But while CFLs have grown in popularity in recent years, many consumers have resisted them. CFLs are far more energy efficient than their incandescent equivalents and last much longer, but have significant drawbacks.

One big negative for CFL bulbs is that they contain mercury, meaning that they're unsafe to be thrown out in the regular trash and require thoughtful cleanup when they break. Many are slow to reach full brightness, even those that are billed as "instant on." And though their price has come down markedly in the past 10 years, CFLs still cost significantly more than incandescents.

What's more, while CFLs outlast incandescents, they've tended to have life spans shorter than advertised.While SmartView has been slow DSTT and unstable in the past, it seems to have improved greatly with recent updates. Most CFLs can't be dimmed. And many consumers despise the blue-green light that many CFLs emit.

For those reasons, many lighting experts in government and the lighting and technology industries are betting that LED bulbs will be the eventual replacement for incandescents. They don't contain mercury, are truly instant-on, and the new 60-watt-equivalent bulbs typically can be dimmed.

Meanwhile, LED bulbs are expected to have life spans that are several times that of even CFLs. And they've been designed to emulate the light of incandescent bulbs.

At about 12 to 13 watts, they use slightly less energy than CFLs, and less than one-quarter of the energy of a 60-watt bulb. And unlike CFLs or incandescents, they're based on the same rapidly improving semiconductor technology found in the chips inside your PC and smartphone.

Thanks to that, LED bulbs should get more efficient in coming years. The Department of Energy has set a target to have a 60-watt-equivalent bulb use just 10 watts -- and some folks in the industry think they can get the energy use down even lower in coming years.

LED bulbs have been around for many years, but the initial 60-watt-equivalent bulbs mostly were made by off-brands and startup companies and sold only by enthusiast websites. While you could find some LED bulbs in major stores over the past year or so, they tended to be for use in recessed lighting or for replacing lower-output incandescents.In many ways LED lights compact fluorescent provide the best of both worlds. They are extremely energy efficient and environmentally friendly (and are, in fact, more environmentally friendly

Now they're being produced by major lighting companies, including Philips and Sylvania, and are being backed by major retailers, including Home Depot and Lowe's.

Lowe's started selling Sylvania's 60-watt-equivalent bulb online late last year and recently began offering it in its stores. In addition to the Philips bulb, Home Depot has begun selling a 60-watt-equivalent LED bulb from Lighting Science Group in some of its stores under its house brand, EcoSmart.

But bucking the neighbourhood trend, the Banner family - Scott, his wife, Gina, and their daughters, Maggie, 7, and Amy, 2 - have worked hard to cut down their electricity consumption by making their Lindfield home as energy-efficient as possible.

Big power bills were not the main factor, said Mr Banner, an electrical engineer, but he is pleased they are in a position to reap savings from their energy-efficiency investments. ''I hate waste. I think we all need to be conscious of what we do and just use what we need,'' he said.

Mr Banner began making modifications six years ago by replacing the hot water system with solar hot water. With government rebates it cost about $2700, or about $1300 more than a new electric hot water heater, but Mr Banner calculates it has paid itself off because of the power savings he has made since installing it.

More recently, he has been replacing every light in the house and garden with low-energy compact fluorescent bulbs. All the halogen downlights were exchanged for LED downlights. The new bulbs use one-fifth of the electricity and significantly reduced costs.

The family has also installed ceiling fans and bought an energy-efficient fridge.
